As a point of clarification, does this mean that I can cast two votes? i.e., once voting my personal membership (in the at large or coach category) and again representing my JOAD club (in the JOAD category)?

One eligible individual USAA/NAA member can cast only one single solitary vote.

Perhaps JOAD clubs could have a meeting to vote for whom the club director/leader will vote for. However, there is very little time to do this and get the ballot postmarked in time.

Some clubs use email to great effect.
Many clubs will only need to discuss what the club goals are and empower the leader to vote appropriately.
In the document that you posted it states:
A registered JOAD Club’s designated leader can cast his/her single vote for the JOAD Director or another
category in which he/she is eligible to vote. Only a qualified member is eligible to vote, not clubs. As we all know, JOAD Clubs are made up of many people ie: athletes, parents, coaches, judges and others. So how do these various people find representation on the new Board if they cannot all vote for the JOAD Director?
1. Voters must be at least 18 years of age and be a USA Archery member for at least 60 days prior to the election.
2. Members who are listed as current Judges may decide to vote for the Judge Director or the At Large Director.
3. Members who are listed as Level 2, 3, and 4 Instructor/Coaches may decide to vote for the Coach Director or the At Large Director.
4. Other Members can vote for the At Large Director.
5. Members who are eligible to vote in multiple categories must decide which category they choose to cast their single vote.
So members of JOAD clubs can only vote for the AT Large Director.
So the JOAD Club’s designated leader, who will most likely be a Coach, has to choose which group they want to vote in.
So how many people do we expect to vote in this group?
For JOAD does it have to be someone who is designated as the JOAD leader on the NAA paper work?

Members can vote in whichever category they are eligible to vote in but only vote one time for one single candidate in this 2007 election.
In other words eligible members can make one single X mark on the ballot.
Clubs don’t vote, only individual eligible members vote.
But don’t take my word for it, review the bylaws for more reliable answer.
In the first question what "group" are you referring too?
As for who your clubs leader is, I don’t know how fast your club can act to decide to change the club leader, have it accepted by USAA and still cast a eligible vote that will be counted by the USOC Audit Staff.
I suggest that you check with the USAA staff to verify who is eligible to vote on behalf of the JOAD club as its designated individual member as the individual single vote.
As for just trying to figure it out, we all are doing our best to understand the new election process.
I think most people understand what is being printed, they just can’t believe it.
Again, I have heard from many parents that would like to vote for the JOAD grassroots BOD representative.
Currently the JOAD grassroots voting is on a JOAD Club by JOAD Club basis with the JOAD Club Director/Leader eligible to cast a single vote for one single candidate one time as an eligible individual member.
A club with three members has the same single JOAD Grassroots representative BOD vote by its designated individual member director/leader as a club with 100 members and their designated individual member director/leader.
I don’t recall anyone discussing the issue last year when the bylaws were being offered for review.
Again, it will be up to the new BOD to address any issues with election process for next time.
This time, it is what it is.
From what I read, the Collegiate Grassroots BOD representative is elected in a similar fashion.
The At Large is an important election because most of the membership will be voting for the At Large BOD.
