Recently saw a thread on here asking about 4x4's (or 8 pointers as seems to be the common term), yet the pics all showed 3x3 (6 pointer) with brow tines making them "8 pointers". So the question is what counts and what doesn't?
 
Back east they count all the points hence 8 point whitetail, out west when we look at mule deer it is considered 4x4 or 5x5 or so on, we do not include brow tines, it would be 4x4 w/brow tines although the are all counted when calculating score! Or to simplify it your 8 point whitetail deer would be a 3x3 muledeer w/brow tines!
 
Brow tine are called G1s and yes they are counted as long they meet the length requirement
 
Depends on where your from. We call em 4x4's but on the East coast it would be a 10 point whitetail buck

It varies by state. Here in PA they count, but any point must be at least an inch long to count it. We also have antler restrictions here with the state requiring either 3 or 4 on a side, depending where you're at.
