I bought this riser from ali express,

      US $113.05 10% OFF|1X 17

It looked okay so I took a chance. Thing is whenever I put ILF limbs on it marked at 55lbs, I have to turn the bolts all the way out to get to 55lbs, bolts all the way down put it at 61lbs. So whether or not you bow adjust up 10%, down 10%, or +/- 5% either way depends on the riser and not the limbs? Another thing it could be is that I have incorrect ILF limb bolts. My riser shipped with big black limb bolts and I can only back them out about 4.5-5 turns before limbs stop fitting.

Usually ILF limbs are rated for a longer riser, yours is only 17". Shortening the riser means that for a given limb pocket angle the limbs will flex more to get to your draw length, whatever that is. Your draw length could also be a factor if you're a lot longer than 28".
