That is the AMbush jacket. Its the New insulated jacket series and the bibs are under it and they also offer a vest.

The Ambush Series features a wind-stop laminate and will be water-resistant, not proof because the seams are not sealed . Anytime you go to waterproof then the material has to change so this will be more quiet .

For any jacket to be 100% the seams would have to be sealed water or wind but its pretty good. It will be the same as the Fleece was if your familiar with it and it did a great job blocking wind.
