the two shafts are only one thousanth of an inch different in inside diameters. manufacturing requires that there is a cetain amout of tolerance between id. of the arrow and od. of the corresponding point diameters, usually biased on the loose side for obvious reasons. the 2413 points will, for the most part fit fine because of this. theoretically, you might run into a 2413 point that is right at the "big" tollerance and a 2412 shaft that is right at the "small" tolerance and the two may not go together, or may be real tight, or the opposite in which the point is real loose, but with todays machinery and processies, they would be far and few between, also, obviuosly, if you would try to use point specifically for 2412 shafts in 2413 shafts, you will most likely get a whole bunch of really loose fitting points because of the biased loose tollerances.
