My father, brother, friend, and I all keep our arrows at 30". We do this in case something where to happen and while 3-d shooting or hunting, we would still be able to use anothers arrow. My question is, does it matter how long the arrow is compared to draw length?

No not really. The length of the arrow determines the spine. The longer it is the stiffer the spine has to be for the poundage used. Also there is a increase in weight due to the extra length. It is really not a good idea in terms of accuracy. The arrows need to be tuned to the bow as much as possible. If there is too much variation in your setups then this can't happen.
