Backing Off Limb Bolts Before Pressing

What exactly does back out the limbs do? Just lowers the draw weight, right? Since everybody uses the same riser for their lines from 50 to 80 lbs. that doesn't make sense. Take 3 turns out of an 80 pound bow and it's now at 70....so why couldn't you just press a 70lb bow without taking any turns at all?
Which I think is a totally logical question. So what's the answer?
