I had this conduit bracket in my "excess" bucket in the garage and took a Dremel to it. Use it all the time. I do put a plastic bag like what they throw your newspaper in to keep the eclip from flying who knows where.
I have always used the flat plastic broad head wrench that comes with Muzzy broadheads.... It's plastic so it won't scratch, and it has a small "v" notch on the one end to help continue the push past the axle. Need to keep one finger close to the e-clip so it doesn't fly away.
