What is an acceptable weight tolerence when adding the base paint to the arrows. I just finished my first(using the spray method) and it added 1.5gr. If I can continue to keep it at 1.5 will that be ok, or do I need to apply less? Any help is appreciated.

That is more than light enough. You could add another 10 grains without any problems IMO .. Most wraps are around 11 grains and cause no drama's
