Yep, it's a Government program where they pay landowners to NOT plant this portion of their land. Generally this is paid for ground that's highly errodable or in a flood plain. The benefits are obviously to conserve/preserve ground from errosion but also as the natural grasses and weeds take over the former tillable ground it provides ideal habitat for many animals from song birds to pheasants and quail to rabbits to whitetail. It's a great program!
