I had a d-loop put on my bow last week and it has some play in it. Meaning the arrow has some moving room from up to down with the arrow in it. About a 1/8 on each side. Does this need to be a little tighter?

You need to tighten the loop so that you can only fit your nock into the slot then serve the top and bottom of the D loop.

Do you mean serve around the top and bottom knots so they wont move up or down? I have been thinking about doing that.
