its the length (at full draw) from where the knock touches the string to either, the end of the tip, half way down the tip, or where the tip and shaft join (i.e where the arrow rests on the outer part of the forefinger)
the last three variables depend on the archers preference, but its allways measured from where the knock hits the string.
this is for longbow, im not sure if other types of bows have different ways of measuring

i have a question to add also, i making some new arrows up (yey my very first own set) on my bow i can only pull 23'' but at full draw its meant to be 26''. so do i make my arrows 26 or 23? on a [email protected] i could pull 26 or 27, but this ones a 30lb

You're describing the arrow length, not the draw length.

True draw length is from the nock groove to the deepest part of the grip. A more common measure of draw length (because it helps determine arrow length) is from the bottom of the nock groove to the front of the shelf (back of the bow). Old AMO was to deepest part of the grip + 1.5", which oddly enough is usually about at the front of the shelf.
