Yeah when I get home. But basically the face of the forks are covered in a white plastic film from the white vanes. Cock vane is up.

I agree with the others. Most likely timing.

Other possibility is bounce back. But timing is an easy fix. Try that first

If you mean by timing that the 2 white lines are lined up at full draw they are. If there is another adjustment then I need to get on YouTube. LoL

Like @bowtech2006 said. The activation cord should be adjusted so that the rest comes up right at then end the draw cycle. If it comes up too early it will also drop too late, and you get fletching contact
