Just wondering if anyone can help me to clarify if Hoggernaut is a legal scope (sights) for FITA tournamen (internationally).

Yes it is legal.

Exactly what SuperX said. Nothing on the sight is electronic so it should be legal for FITA.

I have used mine in two nationals and numerous STAR FITA's - no problems at all
