It is not the preffered method, arrow cutoff saw being the best option, but it will work. The key is to go slow and not apply to much cutting pressure. The thin wall of the aluminum arrow will deform easily. You will need to use the reamer to clean up the cut so that the inserts will fit.
I used a tubing cutter all the time before I switched to carbon. Take your time and they turn out great. I had an old pocket knife I used to ream them not much pressure is needed here either. :wink:
