The Dremel will work if you get the heavier cut off wheels, DON'T use the thin ones, the break very easily! Pipe cutters will actually break off the fibers, can also crack the shaft, and even on aluminum. don't work well. Best option if you are just doing arrows for yourself, meaning not 3 or 4 dozen, just mark them and go to a bow shop and have them cut off. If you are really lucky Cabela's or Bass Pro, may, and I said MAY, have someone who can actually do it, but try at your own risk with these guys!
Yup. I got tired of breaking the tiny Dremel cut off saw wheels. Might work for folks with a lighter "hand". So, I got me a 7-inch angle grinder, with a cutting wheel for cutting stainless. Has lasted for over 10 years. I leave it at the local indoor archery range for folks to use.

Bullet proof. Way over kill. Will last forever.

As others I will use a grinder with a cutoff template. I use the smaller grinder. I have not used a c
hop saw yet Im sure with the proper blade it would work fine. I have cut steel doors with a skillsaw, yet that would be my last choice even with a cutoff template. I did get a dremel type tool that is actually better as a corded mini tool. I would say there are many options including a japanese hand saw as long as you can cut perfectly square.
Japanese hand saw is also a bad idea. You would never try to cut stainless steel with a Japanese hand saw. Use motorized tools, narrow blade designed for cutting metal, and high speed rotation, for a clean cut. Grind the cut face of the carbon arrow shaft dead square with an arrow squaring tool.
