fuse or whisper creek has a bow that he should be able to pull back...i think it will go down to 14 inch draw and maybe 24..shorter the draw the less lb.
my 5 year old daughter pulling about 12 lbs now with one.

3 yrs ago I bought my 5 yr old grandson a browning micro midas. It comes in a 28# & 40# models that you can turn down enough and will last him until he is about 8 yrs old. You can also short string the bow if the DL is too long for him.
