Hoyt Fuel cam change

I have a CRX 32,60-70 pound, i want to give my nephew.

The bow has #3 cams on it now.For him to be able to shoot it i would have to change it to #1 cams and new strings and cables to fit the #1 cams.
When i change the cams will the poundage on the limbs change?If it will change will the poundage increase or decrease?
