just read this out of the local paper. people like this ruin it for the rest of us.
this is just part of the article.

In a scam that has rocked Adams County, father and son duo, Elmer and Joseph Payne owners of Lethal Impact Outfitters, have been cited with a multitude of charges ranging from turkey hunting over bait to providing false information. Additional charges are forthcoming pending completion of the investigation by the Ohio Division of Wildlife and the Adams County Prosecutor's Office. Those charges are just the tip of the iceberg; however, as the pair allegedly used land in Adams County, without prior landowner consent, to set up a highly successful deer and turkey hunting outfitter and guide service that is estimated to have produced over $80,000 in a year's time.

Ohio needs to do what 8 of the mountain states do on the big game and not allow them to be able to buy a out of state tag in the near by states. When some is found guilty of a lot of these crimes like pouching they should not be able to buy tags any where in the U.S.A. for how ever many yrs. they where banned from there state.

In addition to the ban on hunting, both in-state and out of state, restitution is another "fine" Texas has added to the possible penalties, and it can get expensive. Here is an excerpt from the Tx Parks and Wildlife site which discusses restitution and the "value" of some game if taken illegally.

Quite often citations issued by game wardens involve the illegal taking of a resource. In 1985, the 69th legislature granted the statutory authority that allows TPWD to assess civil liability to those who unlawfully take, kill, possess or injure the wildlife or aquatic resources of our state. They also granted the Parks & Wildlife Commission the authority to set rules that establish guidelines for determining the monetary value of those resources. The monetary value of each wildlife species is obtained by considering eight scoring criteria: Recreation, Aesthetic, Educational value, Scarcity, Environmental tolerance, Economics, Recruitment, Ecological role. Value is added for Endangered/Threatened species and trophy game animals.

Some examples of Texas wildlife values include:

* White-tailed deer: $163 female, $525.50 male, $3,025.50 for a 150 B&C score Trophy White-tailed deer
* Mourning Dove: $15.50
* Whooping Crane: $7,100.50 + $1,000 Endangered list

Restitution is a civil process and is separate from and in addition to any criminal penalty assessed by the criminal court. Historically, civil restitution was treated more as a gentleman’s debt: letters were sent requesting payment. If not paid, collection could only be sought through a civil lawsuit brought by the Attorney General’s office, which in most cases was not cost-effective.

Ohio is part of the interstate compact agreement.
