What I got is a Mathews Dernalin I am shooting 63 pounds. I have a 7.3 Gpi arrow @ 28 inches long. (spine 500)
63 x 5 = 315 grains
7.3 x 28= 208 grains + 100 grain point= 308 + 20 grains on insert and blazer vanes= total arrow weight "328 grains"

Will that arrow be a good flat shooting target arrow?

yeah it will be fine, dont worry about 10-15g as it wont matter enough

and you prolly have more than 20g in the vanes, inserts and nocks but thats ok. 3 blazers are 12-15 themself

What he said, your components weigh more then 20grains. Your over that number just with your vanes and nock.

But what is your dl? With a 28" shaft I would be looking for something stiffer then a 500 spine at that length and lbs
