is the quicktune 4000 considered an overdraw rest?

The amount of "overdraw" is measured from the berger hole. There's a groove cut in the rest that allows you to move the rest forward or back, depending on the shelf design of your bow.
The launchers should hit the shelf if the rest is set up properly. (on the rubber arrow guide of course).
