My dad owns 160 acres in sumner county and is a non-resident. I am also a non-resident. My grandma is a resident and also part owner in the land. Can she transfer the tags to me? If so what do I need to do and what is the cost? Thanks.

I believe she would have to have applied for the draw. It may be next year before you may have any luck getting a tag. Go to Bowsite.com and ask the question in the Kansas state forum you should have a correct answer within minutes.
