When you have a 4x lens and a no. 1 clarifier are you just getting 3x power?

Not exactly, but pretty close to that.

The not exactly part, is there is some other factors involved.

Somebody (might be sure loc, or specialty archery) has a pretty slick chart that explains via a diagram how that all works.
