I've had a Martin Hatfield recurve for 9 years. I'm 52 now and am having trouble coming to full draw and holding for more than a few shots. Is there a way to lessen the draw weight (60 lb) by sanding the limb edges to make the limbs less wide? Can I do it?

barbless;

Yes a traditional bowyer can do it, I don't know if I would recommend you doing it unless you have a lot of confidence in your skills.

draw weight

See if you can put a longer string on the bow, which will give you less weight at your draw length. Changing the bow by sanding , may weaken it where it can break.

Call Martin Customer Service and see if you can send it back to them to have one of their "Howatt Masters" do their magic on it. This is what I would do and you know that it would be done right!!
