I really like the bicycle rim idea . . . might have to build that. I guess you could use and electric motor from just about anything. Take a javlena 3-d target , insert a steel rod in the belly. attach it to a electric motor so it spins in a circle. put a red dot on the kill zone.
All you need is a vacuum cleaner. Many people use a shopvac because it is easy to hook the hose up to the outflow. The only problem is the airstream is consistent enough that the ball isn't all that hard to hit. That is a good idea too . . . I've often thought of having the top hot shots set aside their fancy bows and using the Genesis bows we have for our JOAD for a novelty.
