I have someone wanting to sell a dozen ST Epic arrows. But they're 32 inches and I need them to be 28". They have the HP inserts. Is it just as easy to have my local shop trim and reinstall inserts with these?

yes, it is quite common to cut arrows down. not a big deal for your pro shop to cut these down for you. my pro shop cut my dozen of epics for $3 dollars i think?

The inserts aren't hidden. You have to glue them in. I think 32" is the un-cut length, so the inserts are probably still in the bag. If they are already glued in, you will have to cut the nock end of the arrow and re-fletch them, or cut more than the insert depth from the tip end and get some more inserts.
