It's simply the nock of the arrow moving up/down or side to side during the launch of an arrow.
Problems? Mostly tuning problems, with screwy arrow flight. But lateral nock travel is caused by the same thing that causes third axis shift, or the tendency for a bow to try to torque/turn in your hand.
