NY bear hunt

does anyone know if all of the southern zone is open to bear. i am cortland count. is it legal to shoot a bear. in the NY book it says i can't but everyone is saying i can.

yes it was officially passed. i read the report that said so while getting my trapping lisense today. got about a 300-400lb boar i've been keeping a tab on.
