The outdoor channel definitely leaves their facility in HD, what dish does with it when they receive it is another question though. As of right now, to my knowledge, Dish is downconverting Outdoor HD and not offering it as HD. Whether that changes in the future is up to Dish.
Andy, fyi, dish may be receiving your locals in HD, but by the time they compress it to get it back to Cheyenne, and then compress it again to get it up on the bird....you are correct, it does not look HD anymore. For the locals if you can receive them over the air with an antenna you will get a better HD picture than you do through dish.
