I don't have a game law book in front of me but I think out of state license holders have a different date. You'll defiantly want to check it’s always been like that in the past.

My first round tag is being sent for 2F and it will either be used somewhere in Tionesta or somewhere in Clarion.

If I am not mistaken out of staters have to wait till August 21st to send in their first round tags, it's the same day that PA hunters are to send in for their bonus tags

8-28-2006 (1st round unsold)
9-11-2006 (2nd round unsold)
