My guess is unfindable. We took bicycle inner tubing, cut into strips, then glued it to the existing surface. Put a cinch strap around it to give it some compression while It dried. Not a perfect fix, but it looks a lot better. For the industrial use of the shop it'll wear out much quicker than a guy in his home shop.

Another option is using a larger diameter heat shrink and spilt it lengthwise. Wrap the wheel and trim the length a little long. When you heat it, it will still adhere to the surface, if you get the heat shrink that has some adhesive inside. I can’t recall what the name of that type is off-hand, but maybe someone here who does electrical work will know the correct name.
