It stops the string from vibrating long after the shot, thus reducing noise. They screw into the spot on the backside of the riser opposite the stabilizer.

I believe they also make one that screws in by your stabilizer. All you need is something like a hacksaw to cut the access material off.

Yes they make on like that, it screws on before you put on the stabilizer on.
