Can I use some fill from a bag that is blown out to pack the rag bag and use clothes around the fill? Thanks

I don't see why not.
Fill is fill; some kinds might stop arrows a little better than others, and some kinds might pull easier but almost any kind of fabric or fiber will work.

Yes you can, I did the same to mine. I used old clothes and rags on the bottom, old target stuffing in the middle and more clothes or rags to fill the top. Just make sure you pack it really tight.

Ha! Not only did I do that, but I used the fill from the same blown out delta bag....it works great. Ill never use anything but a third hand rag bag now

Just pack it really tight and I do it see any issue. Made a ragbag target a few weeks ago, big target for the price and some old cloth and blankets.
