The pliers are used to STRETCH the D-Loop and tighten the knots against the string. You still have to tie the D-Loop onto the string first, then stretch with the pliers.
I have one and it is a great tool. One trick is to turn the pliers upside down and put the single "tooth" between your D-Loop knots and then tighten.
If you watch the video the pliers are set up with teeth that the knots can go BETWEEN to keep the spacing even, but I have found this to not work the greatest on my loops. Turn it upside down and it works great!
