looking to put together a 350grain arrow for a target bow, shooting 70lbs for a 28in arrow, im gonna shoot either blazers or small feathers, and i dont want to go to crazy, no more then like $120ish for the shafts. what do you guys think.

I have had real good luck with Gold Tip X-cutters, I use a glue in 85grain tip with an additional 10 grain weight glue in the tip. I use the mini blazers and QAD tune a nok. It is very tough setup and well within your budget. On the same note I am considering going with Easton X7 aluminum but I will have to do some more research before that switch!
PS My X-cutters are weighing in at 330
