I wouldn't call it new. Indians played with different designs of bows long ago. They used different wood and horns of animals - buffalo and big horn sheep.

Similar in many ways to the White Wolf Warrior.

 

The penobscot bows were a thing dreamed up by a white man gone native. They were for his travelling show.....
They perform worse than a decent selfbow, are harder and more time consuming to make and basically the design is a waste of time.
Still a fun thing to play about with tho.

 

Neat idea. The hand hold looks a bit cramped though...
