Easton Inspire would be a very smart choice. Around $50 a dozen bare shafts.
 
Title is pretty self-explanatory. After their first 3D shoot adventure with my on Father's Day my daughter is down two arrows (still has three), and my son held onto his three...but it made it readily apparent that I need to stock up a bit for them. My daughter is currently shooting 400 spine Cabela brand arrows that were my old arrows. They're 28.5" and she's shooting about 28lbs on my old Salinda Dragon at a 27.5" draw length. I didn't feel bad when she lost two arrows to the woods since they weren't anywhere near the correct spine for her.

My son is shooting the arrows that came with his PSE Miniburner. He's sitting at around the same draw weight as my daughter (but both will soon be moving up to 30lbs as I gradually increase their weight). His draw length is 24.5".

Any recommendations for a solid high spine arrow that won't break the bank?

I bought 12 Victory VAP Elites and paid about $58. The only negative is it takes about a month for them to arrive.

Sportsman’s guide trophy hunter arrows guide gear I think. They are made by victory archery I got a dozen with fletching,inserts glued in and nocks cut to my draw length all of it ready to go shipped to my door for just under a hundred bucks. Great accurate arrows I’ve shot them out to 60 yards they fly great.
 
Black Eagle Outlaws are a great standard diameter arrow for a low price. They come in a wide variety of spines.
 
We just bought Gold Tip Velocity for my son. 7.1 GPI 400 spine. Seem to be the ticket as he’s pulling right at 40lbs. He was shooting the Carbon Xpress D-stroyers at 8.4 and had a lot of drop at 40 yds. $70/6 arrows. .003” straightness with his short draw length spin really well. We’re going to test some BH’s this week, will se how that plays out.

How do they compare to the real Victory Vap Elite arrows?
 
You can get the victory vforce arrows the .003 straightness. 2 dozen fletched for $150 bucks or 1 dozen for 79 bucks free shipping. If you are interested.
 
Easton Inspire. Cheap, durable, use common .166 components.
Probably 28” .900 spine for your daughter, 26” 1.200 spine for your son.
Use ACE or similar quality points around 80-100 grains. The cheap Inspire points are pretty light.
