Simple Kansas Deer Draw question

Just applied for the draw and such. However, while reading the regs I came across this:

"All deer hunters must have a deer permit and all nonresidents and residents age 16-74 must also have a hunting license, unless exempt."

I just want to clarify, this is essentially a small game tag and NOT the deer tag? If is a small game tag, I am required to purchase this if I am success in the draw? BTW, Kansas is ALMOST as expensive for me to apply as a non-resident as it for non-resident to apply for elk in my state. Wow. At least I will likely get he mule deer tag part refunded. Don't think its very useful where I want to hunt anyways.

As a side note, "Lifetime license holders are considered
Kansas residents for hunting permits and
tags, even if they no longer live in Kansas.
One-year residency is required to apply for a
lifetime license."

The first thing I will do if I ever move the KS is to buy that right there! Wish Colorado did that. Not that I plan on moving but you never know.

What Happy said, today is the final day to enter the ks draw. The state gives nr hunters the option to purchase the hunting license now, ie..during the draw,.or, you can wait to purchase it after you draw your tag. Regardless, you must have a hunting license unless you meet 1 of the few exemptions.

Thanks guys. I am not exempt. I will buy it if I draw the tag. See how it goes this year. Should be essentially a guaranteed tag since they had quite a few leftovers last year. I missed applying last year and didn't remember the leftovers until they day after they became available so missed out too.

Applied unit 16. Last year said they had 100 or so leftover tags but I missed the date in July for leftover. When I had looked up the draw last march, it didn't open until April and then I didn't remember until May and missed it.

With the cost going up about $100, i think the total applicant numbers will be slightly down from last years record breaking number of applicants.

Born and raised in Ks, but left after college (KSU) in 1973. That was before lifetime licenses. I still go back every year for pheasants, doves and some coyote calling. And since 2009, I have owned property, so I get a NR hunt on own land tag for deer.
I have hunted western Ks virtually every year since the late 60s, usually multiple times per year.
Without a doubt, the trophy quality has declined a lot the last 20 or so years. I used to see several 150 plus whitetails and 180 plus muleys most every year while pheasant hunting. Now they are very rare where I hunt. Have not seen a single deer in those size ranges in probably 10 years.
